What physical telecom infrastructure sits in a ZIP, who owns it, and which carriers are physically present in it. Carrier-to-building evidence outranks ZIP-level inference.

- FCC ASR only registers structures above the FCC height threshold or near airports. Tower coverage here is a floor, not a complete tower census.
- A tower in a ZIP does not imply fiber in that ZIP. Macro sites are usually fiber-fed, so a tower is a backhaul hint with its own confidence — never carrier presence. No zip_carrier row is ever written from a tower.
- Tower owners (American Tower, Crown Castle, SBA) are site owners, not fiber operators. They never create carrier rows and never inflate a ZIP's carrier count.
- There is no authoritative free national central office list. LERG/CLLI are licensed commercial data. CO rows here come from OSM telephone exchanges and rate-center data, are confidence C/D and verified=false, and are never presented as a confirmed building.
- PeeringDB netfac records are direct carrier-to-building presence and upgrade that ZCTA's zip_carrier row to B2 (confirmed POP or lit building).
- Coverage basis for towers: FCC ASR registrations plus FCC ULS site-based license locations (active licenses only). ULS adds coordinates for many structures below the ASR registration threshold, so the two together beat ASR alone — but cellular licenses issued on a market or geographic-area basis carry no site coordinates, and small cells, DAS nodes and rooftop installs largely do not appear at all.
- A ULS licensee at a site is a spectrum licensee, recorded with presence_type LICENSEE. It is not fiber presence and is excluded from the physical-presence confidence upgrade.
- Microwave hub score counts licensed microwave paths terminating at a location. Many paths means the location is very likely fiber-fed and worth investigating — it is a hint about probable fiber, never carrier presence, and never writes a zip_carrier row.
