Every registered tower treated as a fiber prospect. For each structure: how far the nearest fiber is, whose fiber it is, who owns the tower and who is licensed on it.

- The structure owner (FCC ASR entity record) is not usually the buyer of backhaul. Licensees on the same coordinates come from FCC ULS site-based licences and are shown separately.
- Distance is straight-line from the tower to the nearest carrier POP, data center, internet exchange or route-confirmed ZCTA centroid. It is a quoting triage signal, not a build estimate — actual lateral length follows streets and rights of way.
- Nearest fiber measured against a route-confirmed ZCTA uses that ZCTA's centroid, so it is coarse. Only carrier-supplied KMZ geometry gives real route distance.
- ASR registers structures above the FCC height threshold or near airports, so this worklist is a floor. Small cells, DAS and rooftop sites are largely absent.
